Where is it legal to rinse all this off?

That is a real question with local answers, so check your city or state rules rather than guessing. The EPA lists oil, grease and toxic chemicals from motor vehicles among the pollutants that urban runoff carries into waterways, and its municipal stormwater programme exists specifically to stop harmful pollutants being washed or dumped into storm sewer systems. Washington State's Department of Ecology puts the practical version plainly: stormwater is not always treated even when it flows into street drains, and its advice is to wash vehicles on lawn or gravel or use a commercial car wash.
